Captain Eugene has a long record of service to Cayman. Born and raised in West Bay, he holds a US Coast Guard Captain's License and served for four years in the U.S. Merchant Marines before earning his commercial pilot's license at the American Institute of Aeronautics. He flew commercially for Cayman Airways from 1976 to 1983, before captaining the vessel for Her Majesty the Queen's visit to the Cayman Islands in 1983. Eugene has also served as a Special Constable with the RCIP, served on the Tourism Advisory Council, the Drug Advisory Council and as past president of the National Watersports Association.
Captain Eugene is a strong leader on tourism and small business issues. Having successfully operated his water sports company, Bayside Watersports, since 1974 Captain Eugene has a deep understanding of the issues facing local businesses and our tourism industry. Best known for his ‘hands-on’ approach to politics he has lived by his promise to be an MLA that would be accessible to the people.
Captain Eugene is committed to protecting the environment and preserving our culture. As a member Member of the Marine Conservation Board, he was instrumental in amending the Marine Conservation Law to further protect our marine environment and marine life. He has also served on the Turtle Farm Board of Directors and played an active role in the redevelopment of the Turtle Farm.
